With over 25 years of experience in European Union law, Dermot Cahill has held significant positions, including working with the European Commission, practicing as an antitrust and corporate finance lawyer, and teaching at notable institutions. As Dean at the University of Wales, Bangor, he contributed to its ranking among the top UK law schools. A graduate of the College of Europe, Cahill has earned numerous awards and published extensively in prestigious journals. He is recognized for his expertise in EU law, contributing to parliamentary inquiries, advising on Brexit, and leading cross-border projects aimed at improving governance and procurement practices. His work has significantly influenced government contracting policies in Wales and beyond. Cahill also co-directs the UMKC Ireland Summer Law Academy, enhancing US law students’ understanding of EU law and its impact on business.
Julie Keeton Bracker is a founding partner of Bracker & Marcus LLC, a boutique law firm focusing exclusively on False Claims Act qui tam litigation. Her firm handles FCA cases nationwide and was named the nation’s third most prolific qui tam practice by Lex Machina in 2019. Ms. Bracker has argued before the Sixth, Ninth, and Eleventh Circuit Courts of Appeals and appeared before the Supreme Court of the United States on FCA matters. Representative cases range from an $84.5 million settlement with a Detroit-area hospital for kickback allegations to a $1.5 million settlement and full repairs with a defense contractor whose defective products were creating a danger to the military. Ms. Bracker currently serves on the Diversity, Equity & Inclusion Committee for Taxpayers Against Fraud, the FBA’s Qui Tam Section, the National Employment Lawyer’s Association, and its Georgia affiliate, as its president in 2014. She speaks regularly and nationally on FCA issues. Ms. Bracker currently sits on the Board of Advisors for Vanderbilt Law School.

We’ll take a short walk to the museum after breakfast. Discover why 10 million people (about half the population of New York) left Ireland, and the impact they had on the world. Irish history should never be a long list of names and dates, it should be an experience. Get hands on with Irish culture and its past with the fully interactive museum – swipe through video galleries, dance through motion sensor quizzes, listen to remastered audio from 100 years ago and watch videos that bring Irish history to life.

An Introduction to Dublin Tour
See the Dublin sites, then visit Kilmainham Gaol a journey through Irish history. You will discover the stories of people held here as ordinary criminals alongside those who fought for Irish independence. We’ll visit Teeling Distillery for a tour and tasting, while we experience the complete whiskey-making process, then off to a local pub for lunch!

Everything to Know About the False Claims Act
Julie Bracker
Join expert speaker Julie Bracker as she breaks down the False Claims Act. A unique law which allows private individuals, known as “relators,” to file cases on behalf of the government if they have information about fraud, waste, or abuse of federal funds. This session offers a history and introduction to the FCA, along with a guide to how FCA cases unfold. From the initial sealed period and government investigation to the decision on intervention, the journey through an FCA case is quite different from most federal cases. This is sure to be an interesting exploration of this unique area of legislation.

The Civil Cyber Fraud Initiative

We’ll conclude this three-part examination of the False Claims Act by explaining the Civil Cyber Fraud Initiative. In October 2021, the Department of Justice announced plans to use the FCA to hold federal contractors accountable for their cybersecurity obligations. This presentation will explore the legal responsibilities that contractors may face, the importance of cybersecurity obligations for government contractors, and how damages might be calculated in this new area of FCA enforcement.

The European Union - its Key Institutions, Freedoms and How it Makes Law for 27 Member States
Professor Dermot Cahill, Ireland
Professor Dermot Cahill, formerly Dean of Bangor Law School, University of Wales, will describe the main features of the key European Union Institutions and how they interact, both with one another, and with the 27 EU Member States, making laws and policies that govern the European Union’s Internal Market, the largest consumer market in the world where goods, services, workers, capital and corporations’ activities can flow freely between all 27 Member States.
Now in operation since the 1957 Treaty of Rome, the European Union continues to attract new Members and is a favoured destination for US corporations seeking to take advantage of its Four Commercial Freedoms. Ireland, in particular, is a favoured location for US FDI.
The Union’s response to the COVID crisis and to the war in Ukraine has demonstrated that the Union is more than just an economic union, and shows the advantages of working together in common cause, despite varying national interests, demonstrating the key role that the Rule of Law plays at the heart of the Union’s success.

The European Court of Justice: its decision making process and interaction with the courts of the 27 EU Member States
Professor Dermot Cahill, Ireland
In this session, Professor Dermot Cahill will examine the workings of the European Court of Justice of the European Union, its collegiate nature, its composition, its deliberations in French, its focus on written pleading and short time limits, how other countries can intervene in a case involving another Member State, and its independence in judging disputers not only between the various EU institutions but also its role in interpreting EU law for the benefit of the 27 EU Member States legal systems.
Professor Cahill will consider the Article 267 procedure which allows even the lowliest court or tribunal in the land to directly send a request for a preliminary ruling direct to the Court of Justice in Luxembourg asking it to interpret European Union law that is pertinent to a local dispute before the local court.
Professor Cahill will also demonstrate how all 27 national Supreme Courts have accepted the rulings of the Court of Justice (despite some occasional wobbles) and finally will consider the impact its rulings have had on accelerating human progress across all Member States since 1957.

In Part I, lawyers will learn how interactions go awry due to two aspects of the human condition: The Curse of Me, the assumption that everyone is like you, and the Curse of Knowledge, the assumption that others understand what you know. These two foibles cause unnecessary friction, misunderstanding, and mistrust. Based on her book, Instant Insight: 15 Questions to Great Relationships, J. Lenora Bresler, lawyer, HR consultant, and leadership speaker and author leads lawyers to discover how answers to specific questions empower them to engage easily and transparently, thereby increasing not only the lawyer’s legal proficiency, but service to clients, candor with the court, respectful interaction with opposing counsel, better interaction with staff, and ultimately the legal profession’s reputation. Topics include preferred learning style, recognition style, prime working time, pet peeves, persuasive arguments, motivators, and even detail-level for conversations, among other important issues.

In part II, lawyers take an assessment which identifies their primary communication style. A series of interactive activities and role-plays taken from real-life legal situations examines how all four styles interact. Participants will understand how they are perceived by others, especially clients and courts, and how to persuade, motivate, and provide palatable feedback to those with different communication styles. Because the presenter is a lawyer herself, these powerful insights are tied directly to the legal profession.
